These cards were produced and packaged in Legendary Collection packs (the latest released set at the time) and were meant to get tossed upon the completion of the print run, when some Wizards of the Coast employees held onto them
Before it, the only place to play Magic was at local game stores, something extremely challenging for those with busy schedules
The issue is that the floor of the card (when its only making three or four mana) is still way too high, because Dockside is a card that can be looped, reanimated, flickered or cloned to such a degree that simply making an extra treasure or two is still enough to win the game
I suppose in a multiplayer game of Commander, you could team up with an ally to gang up on a third player, so its not a completely useless effect
Even though this ability is limited to once per turn, I think its safe to say this is quite a powerful ability
The only way I can see beating this deck is just by mucking up the process and eliminating cards early, but I havent nailed that approach just yet
