Can you see the card showing up in any tournament-level decks, or is it just a fun casual / Commander / Against the Odds card

If you use this card in your deck, I don't think I would put three energy cards on this card to do only 30 damage a turn, I would only use Bubble and save those other two energy cards for some of my other Pokemon
